To protect and support the interests of the sport of horseracing in general and, in particular, the interests of the owners by working through the racing association board of directors and management to ensure that every aspect of the racing industry realises its greatest potential.
In endeavouring to achieve the above, the Racing Association undertakes to:
1. Liaise closely with the National Horseracing Authority (formerly the Jockey Club of Southern Africa) in respect of:
a) The criteria for the granting of colours.
b) The fee structure pertaining to the ownership and breeding of horses.
c) The rules pertaining to the owning, training and racing of horses.
d) The control of racing to ensure the highest level of integrity.
2. To liaise closely with Phumelela in respect of:
a) Determining annual racing fixtures.
b) The programmes for all race meetings through the Joint Committee including the Feature Race Programme and to promote cooperation with Gold Circle in achieving complementary racing programmes.
c) Local conditions and related issues.
d) The agreed stakes formula and to ensure the annual ‘stakes pot’ is strictly adhered to.
e) Setting the allocation of stakes to all races through the Joint Committee.
f) Providing adequate and acceptable race day facilities as well as the highest possible level of quality and service.
g) Ensuring that the stabling and training facilities as well as racing surfaces are maintained to the highest possible levels.
h) Ensuring, where possible, that the balance between subsidies and the return to owners in the form of stakes is appropriate for the long-term viability of the sport and further ensuring that the RA / Phumelela Agreement in general remains relevant.
i) The proposed merger with Gold Circle and the introduction of a National; Tote with or without a merger.
j) The quality and professionalism of Telly Track.
3. To liaise closely with the Jockeys’ Association in respect of:
a) Jockeys’ remuneration.
b) Jockeys’ code of conduct with particular emphasis on the projected image of racing and the professionalism displayed during the running of race meetings.
4. To liaise closely with the Trainers in respect of:
a) The relationship between owners and trainers.
b) Trainers’ general code of conduct.
c) Ensuring that the stabling and training facilities as well as racing surfaces are maintained to the highest possible levels.
d) Local conditions, programming and handicapping issues.
e) The introduction of a personalised agreement between owner and trainer as a matter of courtesy.
5. To liaise closely with the Thoroughbred Breeders’ Association in respect of:
a) The promotion of the owners of racehorses.
b) The possible promotion and marketing of special events.
c) The fee structure pertaining to the ownership and breeding of horses.
d) Areas of common concern.
e) Ensuring the long-term viability of the South African breeding industry.
f) Equine research.
g) The creation of export opportunities for the industry.
6. To liaise closely with the Racing Trust in respect of:
a) Ensuring that the objectives of the Deed of Trust are met – primarily the training, education, development and transformation of the industry with a view to ensuring the long-term viability and success of the sport of horseracing.
b) Ensuring the main business, and thus focus, of Phumelela remains horseracing.
c) Its funding requirements for specified projects.
7. To liaise closely with the National Horse Trust in respect of:
a) Facilitating the objectives of the National Horse Trust.
b) Its funding requirements for carrying out these objectives.
c) Promoting public awareness of its work.
INDEPENDENTLY OF THE ABOVE, THE RACING ASSOCIATION UNDERTAKES:
1. To promote ownership and awareness of horseracing.
2. To entertain prospective new entrants.
3. To entertain owners generally from time to time and more specifically to entertain owners of horses participation in major feature races.
4. To communicate with members and provide for their needs.
5. To interface with international owners and related bodies.
